With a passion for public service and a keen eye and penchant for transparency and inclusion, Village Manager Esmond K. Scott has been at the forefront of the Village's administration since he was confirmed as Village Manager in September 2021. He served as Interim Village Manager for several months prior to his permanent appointment.
Prior to joining the Village, Mr. Scott had a successful career as a public servant in the City of North Miami Beach beginning in 1997 serving in several capacities, including City Manager, a role he assumed from 2018 through his retirement in early 2021.
As Village Manager, Manager Scott is responsible for overseeing the day-to-day operations of the village, implementing policies set by the Village Council, and ensuring that residents receive high-quality services. He is a strategic thinker, always seeking innovative solutions to address the evolving needs of the community while championing fiscal responsibility and equity. His standing, open-door policy encourages collaboration and dialogue, fostering a sense of unity among village employees and residents alike.
In addition to managing the Village's budget and resources efficiently, he engages and actively seeks input from residents to ensure that the Village's priorities align with the aspirations of its diverse population.
Mr. Scott’s leadership style is characterized by transparency, inclusivity, and a commitment to sustainability. Whether it's spearheading eco-friendly initiatives, or championing social programs, Manager Scott works tirelessly to create a village that is not only economically prosperous but also socially and environmentally responsible.
Beyond the confines of Village Hall, Manager Scott is an advocate for fostering partnerships with local businesses, non-profits, and neighboring municipalities to create a network of support that enhances the overall well-being of the community.
Scott is the immediate past president of the Miami-Dade City and County Management Association (MDCCMA). He is an active member of the International City/County Management Association (ICMA) and the Florida City and County Management Association (FCCMA) and has also served as a Director on the Board of the Florida Section of the American Water Works Association (FSAWWA) – Region VII.
He has presented or been a panelist on numerous occasions to local, state, and national professional groups including the FSAWWA, Water Environment Federation (WEFTEC), American Water Works Association (AWWA), American Public Works Association (APWA), the University of Florida’s Training, Research and Education for Environmental Occupations (TREEO) Center, Miami Dade County League of Cities Best Practices Conference, Florida Governor’s Hurricane Conference, Florida Government Finance Officers Association (FGFOA) and has published in professional trade publications. He has served as an adjunct professor of English at a local university.
Manager Scott has more than 35 years of solid managerial experience over the years. His road to the public sector includes appointments in the private and non-profit sectors - from Wall Street to Miami, via the Caribbean.
Mr. Scott has a Bachelor’s Degree in Journalism/Business from Bernard M. Baruch College in New York City and a Master's Degree in Public Administration from Florida International University.
