Job Description:

JOB DESCRIPTION

 

This is responsible professional accounting work in the administration of the municipal accounting system.  Provides accurate reliable and useful financial information about the Village’s operations to Village management and other persons. 

Work requires the exercise of reasonable initiative and independent judgment in performing the following: maintenance, review, and interpretation of financial records; and preparation of financial statements and reports. The position requires an individual who is highly self-motivated with the ability to design, oversee and implement system application projects with little or no daily supervision.

 

EXAMPLES OF ESSENTIAL FUNCTIONS:

  1. Oversee credit card processing throughout the Village, including reconciling credit card activity to ledger, providing liaison for the departments, and any other processing requirements.
  2. Performs complex and advanced level accounting duties and prepares technical accounting reports in keeping with departmental methods and procedures.
  3. May be involved in specialized accounting tasks such as project accounting, grant accounting, fixed asset accounting, participate in cash management and investment activities, etc.
  4. Participates in recording and reviewing of financial records and reports such as bond documents, vouchers, requisitions, journal entries and other financial data for accuracy, completeness and conformance with guidelines; interprets financial records and prepares reports concerning the financial condition and conduct of the applicable entity.
  5. Participates in the preparation of budgets, the Village’s Comprehensive Annual Financial Report, and supporting audit work papers; prepares regular and special financial and statistical reports and statements, including reports filed with other governmental units.
  6. Implements new Governmental Accounting Standard Board (GASB) statements and pronouncements.
  7. Monitors and evaluates accounting efficiency, systems of internal control, and procedures; reviews or prepares reconciliation of accounts, subsidiary records and subsystems.
  8. Performs related work as required and demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

REQUIREMENTS:

Training and Experience:

  • Must have a Bachelor's Degree from an accredited college or university in Accounting.
  • Have at least two (2) years of professional accounting experience OR any equivalent education, training and/or experience.
  • Must have Government accounting experience.
  • An advanced degree, and/or Certified Public Accountant (CPA) designation is desirable.                                                                                                                             

 

 Knowledge, skills and abilities:

  • Considerable knowledge of the principles, practices and methods of accounting. Knowledge of governmental accounting principles and procedures.
  • Considerable knowledge of Microsoft Office applications; and any other application related to accounting.
  • Knowledge of the laws, rules, guidelines and regulations applicable to governmental accounting.
  • Ability to review, analyze and interpret fiscal records and to prepare accurate and complete financial statements.
  • Ability to maintain accurate technical operating records and to prepare clear and concise written reports.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with Village staff, officials and the general public.

 

PHYSICAL DEMANDS:

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, hands to finger dexterity, handle, feel or operate objects, read and write English.  Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machine.

WORK ENVIRONMENT:

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting and training room, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations. 

SALARY:  $52,000 to $76,150 Annually
