JOB SUMMARY:

Provides advanced responsible professional work, in project management, and oversight of capital improvement projects within the Public Works department.

ESSENTIAL JOB FUNCTIONS:

  1. Responsible for managing capital and operating design and construction projects through architects, engineers and contractors.
  2. Provides construction contract administration, on-site project support and inspection by reviewing and approving contractor payment applications, change orders, budget allocations, construction schedules, and compliance with contract plans and specifications.
  3. Facilitates, coordinates, and guides projects through the review and approval process. Manages projects teams to ensure consistency and conformance to negotiated time schedules and budgets.  Ensures compliance with project-specific program requirements.
  4. Assists in the selection of consulting architects and engineers to design Capital Projects, including review of proposals to determine compliance with all contract requirements, funding staffing, allotment of available resources for various phases of the project.
  5. Defines scope, goals and deliverables that support the goals.
  6. Schedules, supervises, trains, and evaluates assigned staff as required.
  7. Manages multiple contractors, consultants, and vendors.
  8. Prepares, reviews, tracks, processes, and manages project documentation. Monitors work for compliance with applicable codes, industry standards, and best practices.
  9. Works with consultants to obtain permits from permitting agencies for village projects.
  10. Collaborates with division leadership in providing direction, supervision, and project development input.
  11. Researches, prepares, and presents reports and presentations at all levels, including at Village council meetings.
  12. Supports and maintains project management system data integrity and helps enforce document control procedures.
  13. Works in conjunction with other members of staff to prepare the annual Capital Improvements Program budget and “in-progress” projects list by performing and analysis to include, but not be limited to cost estimates of existing and future projects, program budget forecasting, staff workload capacity, and project timeframes.
  14. Monitors and evaluates projects and projects and project processes at varying stages (i.e. planning, design, construction) to recommend amendments and strategies to ensure compliance with applicable codes, industry standards, best practices, high quality, cost-effective, and on-time project completion.
  15. Facilitates project meetings with internal stakeholders and vendors to provide clear and strong communication and achievement of project goals. Utilizes project management tools to monitor project progress.
  16. Confers with project personnel to provide technical advice and resolve problems.
  17. Interacts with residents, businesses, and other stakeholders to address all project related issues or complaints.
  18. Prepares and directs correspondence, memos, and other documentation related to technical operations and policies.
  19. Collaborates across departments, including multi-agency initiatives with the police department, continuously improving processes and fostering professional relationships.
  20. Conducts research of past practices, prepares reports and provides recommendations.
  21. May function in any emergency management role or capacity in the Incident Command System (ICS) to include Logistics, Operations, and Planning.
  22. Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

A.        Education and Experience:

  • Graduation from an accredited college or university with a Bachelor's Degree in architecture, engineering, construction management, or a closely related field.
  • Five (5) years considerable project management experience in professional architecture, engineering, or construction work to include design, construction, and management of major building construction projects.
  • Possession of a valid Florida Driver’s License is required.

(A comparable amount of training, education, or experience can be substituted for the minimum qualifications).

B.        Knowledge, skills and abilities:

  1. Considerable independent judgment in the application of the principles and practices of planning, designing, and construction in a variety of projects.

  1. Knowledge of principles, methods, materials, equipment, and practices of engineering, architecture, construction, and maintenance activities.
  2. Knowledge of Federal, State, and City laws, rules, regulations, and ordinances pertaining to departmental operations, or the ability to acquire such knowledge.
  3. Excellent organizational and reporting skills.
  4. Ability to read and interpret complex construction plans.
  5. Strong analytical and project management skills.
  6. Ability to understand and follow technical instructions and specifications relating to assigned activities.
  7. Knowledge of supervisory principles and practices.
  8. Ability to operate office equipment.
  9. Ability to monitor construction projects, review construction drawings and specifications, administer projects, and manage contractors and design consultants during various phases of construction.
  10. Ability to establish and maintain effective working relationships with Village staff, elected officials and the general public.
  11. Ability to maintain current all required safety and other mandatory trainings.

C.        Essential Physical Skills:

  1. Sitting for extended periods of time.
  2. Lifting and transporting of moderately heavy objects.
  3. Activities include climbing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, and repetitive motions.
  4. Visual activity requirement for preparing and analyzing data, viewing computer terminals, and operating motor vehicles.

ENVIRONMENTAL CONDITIONS:

  1. Work is performed in an office environment.
  2. May require occasional work outside and be exposed to various weather conditions.
  3. May operate a motor vehicle occasionally.
